The American Gaming Association estimates that the exchanges have siphoned more than $1.3 billion in would-be tax revenue from states. As with PASPA, this matter revolves heavily around federalism versus states’ rights. Traditional sports betting is governed by individual state regulators with varying laws and regulations. Federal derivatives are regulated by the CFTC, which has fully embraced prediction markets under US President Donald Trump after rejecting them in previous administrations.
The web of lawsuits and court rulings involving prediction markets has greatly complicated the issue of jurisdiction. Kalshi has been forced to limit trading in multiple states, most notably Nevada, and the CFTC has gone to unprecedented lengths to protect its licencees. This includes suing nine states directly and issuing emergency orders to reject state mandates.

Days later, NBA Commissioner Adam Silver appeared in Las Vegas for his annual NBA Summer League press conference. Silver took the stage in the wake of a host of betting scandals that have ensnared Pro Basketball Hall of Fame member Chauncey Billups, former Charlotte Hornets guard Terry Rozier and several other ex-NBA players.
There, Silver was asked by iGB if the NBA has expressed interest in forming a coalition with the other leagues to develop a set of best practises on insider trading and other germane betting-related concerns.
In response, Silver noted that the NBA could be a “party” to that, while adding that he may support the establishment of a federal tsar on sports betting.

Botswana Congress Party MP Kenny Kapinga also argued that parliament should retain the current minimum age of 21, saying younger adults remained vulnerable to early exposure to gambling.
In January, Acting Gambling Authority CEO Moruntshi Kemorwale said reported problem gambling had declined from 5% in 2020 to 3.4% in 2025. It was a change he attributed in part to the regulator’s National Responsible Gambling Programme and nationwide education and outreach.
He said the Authority’s role was to protect the public while ensuring gambling benefited Botswana. Kemorwale added that it was working with police against illegal promoters who make misleading promises of wealth, and that its approach to licensed operators emphasised guidance and compliance alongside enforcement.
