What is Master Joker?

K Ssam Bap—a Korean restaurant in the mini-mall at 3909 W. Sahara Ave.– was reportedly closed by the Southern Nevada Health District (SNHD) for the second time since it opened just a year ago.

According to SNHD records, a routine inspection on Thursday, Sept. 10, cited the establishment for 16 health violations resulting in 58 demerits. Infractions included improper food cooling, un-sanitized food contact surfaces, improper storage temperatures, and adulterated or spoiled food items.

The restaurant was also closed after a routine inspection on June 23, 2026 uncovered 17 health violations resulting in 53 demerits.

Notably, the Spectrum report does acknowledge that Evolution did not knowingly allow games in prohibited territories, however, it has also flagged a number of compliance issues, which resulted in its games being provided in markets where online gambling is, or has been, prohibited.

Here are some of the dossier’s key findings, some of which raise questions around Evolution’s compliance operations during the period assessed.

Within the initial pages of its lengthy August 2021 report, Spectrum Gaming explains it carried out an extensive technical, operational and compliance review of Evolution’s “business practices, public record database research and an assessment of the company’s anti-money laundering compliance procedures and processes, as they related to the allegations contained in the ‘anonymous report'”.

According to Çiftçi, the rapid growth of digital payments and cryptocurrencies has transformed illegal betting into a major conduit for money laundering. 

“Casinos, junkets, cryptocurrencies and underground banking are the most critical parts of the money laundering infrastructure that fuels international organised crime,” he said at the time. “The global gambling market will reach $205 billion in 2030.”

The government blocked 548,420 illegal betting and gambling websites between 2006 and 2025, including 84,000 in 2025 alone.
