As the NFL season begins, a state in close proximity to the New England Patriots became the latest to attempt to curb the influence of the trading platforms. On 10 September, one day after the Pats’ season-opening loss to the Seattle Seahawks, Connecticut Governor Ned Lamont addressed the growth of the markets during a speech in downtown Hartford. On the same day, the Connecticut Department of Consumer Protection issued cease-and-desist orders to nine unregulated operators, including Polymarket, Robinhood and Underdog Predict.

“Prediction markets have branded themselves as legal and safe, but the reality is they are not adhering to Connecticut’s consumer protection standards,” Lamont wrote in a statement.

While such orders have become customary around the nation this year, Connecticut’s missive took it one step further. The department also issued nearly 30 subpoenas to licensed gaming service providers and a bevy of media outlets. Those issued subpoenas include ones served to PayPal, Sportradar Solutions and Plaid, a payment processing app that holds a gaming licence. Although those companies are not under investigation, the subpoenas appear to be the first against service providers that conduct business with prediction markets in some form.

Spotlight said the decision to enter the gaming sphere comes as operators increasingly turn towards free-to-play games as a means of “engagement, retention, reactivation and acquisition”.

The games will include fantasy, predictor, survivor and bet builder mechanics, while racing titles will be powered by Spotlight’s Smart View Engine.

Spotlight’s B2B Growth Director Rob Brown said the deal will expand the company’s offering by combining Engage Games’ games engine with Spotlight’s data, content and global distribution network.

Japan’s path to IR legalisation was not straight forward. The IR Promotion Act, which set Japan on the road to casino-integrated resorts, was passed in December 2016 after a contentious debate. Nearly two years later came the IR Implementation Act, which laid out the regulatory frameworks for casinos, from entry restrictions to measures addressing gambling addiction and other social concerns. Yet even as the government pitched IRs as a catalyst for tourism, regional development and economic growth, opposition remained aggressive.

Eda has been a vocal critic of the government’s IR push, raising concerns over gambling addiction, the economic impact on local businesses and whether the casino-led model would deliver the promised benefits.

The prospect of international operators snapping up Japan’s coveted IR licences gradually lost its lustre, as the likes of Wynn Resorts, Las Vegas Sands, Genting Singapore and Caesars Entertainment balked at the demanding regulatory framework, hefty investment requirements and uncertain returns.
